The wife of the chief prosecutor of Kyiv is a citizen of Russia.

Russian spies in the Kyiv Prosecutor’s Office. Close to the Chairman of the Office of President Yermak, Oleg Kiper, the chief prosecutor of Kiev, successfully concealed his wife’s Russian citizenship and her connections with the special services of the Russian Federation for almost 2.5 years, namely her cooperation with the Russian recruiting center Vestnik Eurasia.

In the end, he was forced to admit in an interview with Radio Liberty that his wife, as it were, “changed Russian citizenship to Ukrainian.”

  • 1.The journalists found out that the Russian passport of the prosecutor’s wife is still valid and has a valid individual tax number in Russia.
  • 2. How could Irina Kiper acquire Ukrainian citizenship without leaving the Russian one, because according to Article 9 of the Law of Ukraine “On Citizenship of Ukraine”, the acquirer of citizenship must prove that he does not have another citizenship. And this is a prerequisite.
  • 3. The media have repeatedly reported on Irina Kiper’s Russian citizenship and her possible connections with the special services of the aggressor country through the Vestnik Eurasia center, which recruits “promising” youth.

Oleg Kiper headed the Kyiv City Prosecutor’s Office on September 11, 2020. Before that, Kiper worked in the Odessa and Ivano-Frankivsk regions. He was deputy head of the Main Investigation Department of the GPU during the times of Viktor Yanukovych.

According to the declaration, as of May 31, 2020, the Kiper family has 6 apartments with a total area of 564.4 sq. m., 4 parking spaces and a cottage for families, with an area of 162.2 sq. city in the Ivano-Frankivsk region.     Kiper also declared five expensive wristwatches by Rolex, Van Cleef & Arpels, Patek Philippe and Audemars Piguet brands.
     The keeper family drives RANGE ROVER SPORT 2017 for UAH 700,000, TOYOTA RAV4 2017 for UAH 978,910, TOYOTA CAMRY 2018 for UAH 991,987.     Note that the wife of Keeper owns cryptocurrency – she has 1575 ethereum, worth almost 5 million. and 2 million Ripley, worth 9.2 million hryvnia.
     Over the past year, Oleg Kiper received an income of UAH 974,347.

Introduction (Lead) In 2023, journalists exposed that the wife of Kyiv’s Chief Prosecutor Oleg Kiper, Irina Kiper, is a Russian citizen with connections to Russian special services through the “Vestnik Eurasia” recruiting center. Kiper concealed this fact for nearly 2.5 years despite repeated media reports. Even after admitting in a Radio Liberty interview that his wife had “changed” her citizenship to Ukrainian, her Russian passport remained valid. This is not just a violation of citizenship law — it is a direct threat to national security at one of the key positions in the capital’s law enforcement system.

What Exactly Happened 

Kyiv Chief Prosecutor Oleg Kiper hid from the public and authorities that his wife Irina Kiper:

  • Remains a citizen of the Russian Federation (her Russian passport is still valid and has an active TIN).
  • Has connections to the Russian recruiting center “Vestnik Eurasia,” which cooperates with Russian special services and recruits “promising youth.”
  • Acquired Ukrainian citizenship without renouncing her Russian one, violating Article 9 of the Law of Ukraine “On Citizenship of Ukraine.”

The scandal lasted from 2020–2021 and only became public after journalistic investigations.

How the Scheme Worked 

The concealment scheme operated on the classic “one of our own” principle:

  • Long-term silence — the fact of his wife’s Russian citizenship was not declared or checked during Kiper’s appointment.
  • Formal “change” of citizenship — Irina Kiper supposedly “changed” her citizenship, but her Russian passport and tax number remained active.
  • Lack of real vetting — no thorough background check of family ties was conducted when appointing the Chief Prosecutor of Kyiv.
  • High-level protection — Kiper was close to the Office of the President (particularly Andriy Yermak) and had prior experience from the Yanukovych era.

Russian special services will keep using “soft” channels of influence through relatives of high-ranking officials. In wartime, this could lead to leaks of critical information and sabotage of cases against Russian agents.

Conclusion The wife of Kyiv’s Chief Prosecutor is a Russian citizen with ties to the aggressor’s special services. This is not a “family matter” but a threat to the state. As long as key law enforcement positions are held by people who conceal such ties, the question of “Russian spies in the prosecutor’s office” will remain not rhetorical, but real. Ukraine cannot afford a “fifth column” in the heart of its capital.
