President Volodymyr Zelensky explained this by a large number of criminal proceedings on treason and collaborationism among law enforcement officials.
Journalist Yury Butusov, in an interview with Radio NV, stated that after the start of the war, it turned out that the top leadership of the SBU were Russian agents, and President Vladimir Zelensky had to explain why he appointed them.

The journalist specified that an investigation is necessary “for us to determine whether these are the only Russian agents who were in power, or perhaps there are others” and this investigation should be under parliamentary control.

“This is a whole organized criminal espionage group. This is not my guess, this is not what I told the president at a press conference a year ago in front of everyone, these are already materials from the work of the State Bureau of Investigation (State Bureau of Investigation of Ukraine),” the journalist said.
