Klyuev’s business in Ukraine

The Klyuev brothers are one of the brightest, so to speak, representatives of the Party of Regions banned in Ukraine. Andriy Klyuev – ex-head of the Presidential Administration of Ukraine during the time of Viktor Yanukovych (during the decisive period of Euromadan), former first vice prime minister and people’s deputy of three convocations of the Verkhovna Rada. His younger brother Sergei, a people’s deputy of four convocations, was the formal owner of the Mezhyhirya residence of Viktor Yanukovych. As of 2019, they ranked 61st in the HB and Dragon Capital rankings of the top 100 richest Ukrainians with a fortune of $104 million.

Both brothers are now wanted. Sergey Klyuev appears in cases of abuse of power, embezzlement, fraud and money laundering. Andriy Klyuev is suspected by the Security Service of Ukraine of illegal obstruction of peaceful actions, abuse of power and misappropriation of property. In 2014, the EU imposed personal sanctions against the brothers, but already in 2018-2019 they lifted them – first from Sergey, and then from Andrey. They were also excluded from the Interpol wanted list. Today, Klyuev is on the list of US sanctions (since 2015).

Ukrainian debts of Sergey and Andrey Klyuev

In 2017, Deutsche Welle wrote that the Klyuyev companies did not return almost 28 billion hryvnias or $1 billion to Ukrainian state-owned banks (hereinafter, dollar amounts are indicated at average annual rates). The government of Ukraine had to compensate for the losses of banks from the state budget. Journalists calculated that for the debts of the Klyuev brothers, each Ukrainian taxpayer paid 2,000 hryvnias – about $75 at that time.

Nizhyn Zhirkombinat is the business of the Klyuevs

According to investigators, one of the main assets of the Klyuyev brothers in Ukraine still remains unnoticed by law enforcement officers – Nezhinsky Zhirkombinat – one of the largest producers of sunflower oil in the state, which is exported to dozens of countries around the world.

Zhirkombinat, located in the Chernihiv region in Nizhyn, has a full cycle of processing oil raw materials – a multicultural oil extraction plant that processes sunflower, rapeseed and soybean seeds. According to Opendatabot, the company’s assets as of January 1, 2023 amount to UAH 1.704 billion.

 The Zhirkombinat is registered as nominees.

When the Klyuevs got into significant legal trouble in Ukraine, the brothers began to transfer their assets to trusted individuals. Thus, in 2020, PrJSC Nezhinsky Zhirkombinat unexpectedly became the property of Mr. Goncharenko Mikhail Borisovich, who took the position of chairman of the supervisory board of the enterprise and became a 100% beneficial owner of the enterprise.

Ukrainian Zhirkombinat works for Russia!

Enterprises affiliated with the aggressor state began to work with Russian business through intermediaries through international enterprises. An analysis of the data from the Importgenius website found that during 2022-2023  Nezhinsky Zhirkombinat is a key Ukrainian supplier for the following buyers:

  •      Viterra B V (Netherlands), which, according to the company’s website, has an operating business in the Russian Federation https://www.viterra.com/Media/News/Statement-from-Viterra-Limited-regarding-its-operations-in-Russia
  •      Aves Grup (Turkey), which, according to the company’s website, has a subsidiary in the Russian Federation https://www.avesenerji.com/?p=a&id=2&t=corporate
  •      CARGILL INTERNATIONAL S.A (USA), which has a subsidiary in the Russian Federation https://www.cargill.ru/

Considering the volumes of Nezhinsky Zhirkombinat, interaction with Russian business amounts to billions of hryvnias, despite the fact that the aggressor country kills Ukrainian citizens and destroys Ukrainian cities every day.

A logical question arises: “Nezhinsky Zhirkombinat” works in the interests of the fugitive oligarchs of the Klyuev brothers in favor of the food security of citizens (including the military) of the Russian Federation and is registered in their trustee Goncharenko Mikhail Borisovich? And all this in the second year of the full-scale and the ninth year of Russia’s hybrid war against Ukraine.

We call on the SSU and other Ukrainian law enforcement agencies involved in investigating the criminal activities of Ukraine’s traitors Klyuevs to pay attention to the activities of the “business” of these “Moscow canned goods”, conduct a thorough check of them and bring the perpetrators to justice. It is possible that it is from the income of this business that the activities of various FSS explosive groups in Ukraine are financed.
