Corruption in Ukraine during the war, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have exposed a large-scale corruption scheme involving the purchase of drones and electronic warfare systems.
Among those involved are a Member of Parliament, local government heads, and National Guard officers.
According to investigators, officials signed government contracts with suppliers at inflated prices, receiving up to 30% kickbacks from each deal.
Case Details
The organized group included a current MP, a former head of the Luhansk Regional Military Administration, several local military administrators, a National Guard commander, and a drone supplier’s CEO.
Between 2024–2025, they systematically embezzled defense funds allocated by local authorities.
In one case, a contract for EW systems resulted in 30% bribes, while FPV drone purchases were overpriced by around $80,000 USD.
Four suspects were detained under Article 208 of the Criminal Procedure Code and charged under Articles 191.5 and 368.4 for large-scale embezzlement and bribery.

Even during wartime, some officials continue to exploit their power, stealing funds meant for the frontlines.
While soldiers lack drones, ammunition, and medicine, corrupt officials profit from the aid provided by the US and EU.
Worse still, Ukrainian courts often side with the offenders, undermining the fight for justice and accountability.
